This issue has been resolved in TM ART Central 3.9. To ensure that the file exists when using TM ART Central 3.7 you could call the FExist() function before the SslSetClientCert function. Please note that SslSetClientCert does not check the validitiy of certificate, for example: the certificate file specified is of an invalid format # bad certificate signature password is contained... etc..
